Refresh Credential 的使用協定。

STRICT 適用於正式拓樸：每次 refresh 都輪替 credential，舊 credential 再次出現即視為 replay 並撤銷整個 Session family。REUSABLE 僅供開發環境：credential 不輪替，允許無法 共用 Browser Web Lock 的多個 localhost origin 依序使用同一個 family。
